Learning Tools Interoperability (LTI) has a set of standards used to integrate 3rd party apps in Learning Management Systems (LMS) created by IMS Global. They encourage users to use the 1.3 version and discourage the use of the 1.1 version.

Learning Tools Interoperability (LTI) is facing the challenge of migrating from one version to another for the first time in its history. In previous versions, changes were only additive. However, in version 1.3, significant alterations have been made to the payload format and security model. Consequently, there is a need to migrate existing LTI 1.1 (and 1.0) links to support the new 1.3 format.
Note: The LTI 1.0/1.1 will work, however, it is not recommend.

How to Migrate from LTI 1.0/1.1 to 1.3
It's important to note that Learn, the platform where LTI operates, does not permit the configuration of two tools or applications with the same fully qualified domain name (fqdn) within a single instance. This means that simultaneous configuration of both the 1.1 and 1.3 versions of a tool with the same fqdn is not possible.
To upgrade their tool to LTI 1.3/Advantage without breaking existing links in an institution, tool providers must host their LTI 1.3/Advantage tool at the same fqdn as the previous version.
In Learn, the links associated with a tool are automatically upgraded when a Learn administrator deploys the 1.3 version of that tool.
During deployment, if Learn detects an existing 1.1 tool registered with the same domain(s) as the 1.3 tool, the administrator is prompted to migrate the links. Choosing "yes" initiates the migration process, where ALL LTI 1.1 links are migrated to the new LTI 1.3 application. This effectively removes the LTI 1.1 domain configuration. The migrated links should continue to function correctly if the tool developer has implemented the necessary updates appropriately. The target_link_uri for the 1.3 tool should match the launch URL defined in the LTI 1.1 placement or link.
